The birth of the important ideology of "the Three Represents" is closely related to the situation both at home and abroad which our party is confronted with during the transition of the century ; to the major frustration of history taken place in the international communist movement at the end of the 20th century.; to the great trust at the time when Deng Xiao-ping relieved a shift with the leaders of the third generation and to the practice of "the Three Speeches" education with the spirit of rectification during the transition of the century. In "July 1st Speech" ten new theoretical viewpoints were put forward centering on the implementing the ideology of "the Three Represents". The better understanding and the unity of thinking by learning these viewpoints laid a theoretical foundation for the convening of the Sixteen Party Congress.
