新时代背景下农村基层党组织政治建设的困境与破解路径——基于197个村2699位农民的样本数据

党的十九大以来,以习近平同志为核心的党中央将政治建设纳入新时代党的建设的总体布局,作为首要任务。加强政治建设,自然也是乡村振兴战略下农村基层党组织建设的首要任务。在当前农村基层党组织政治建设的实践中,因党员干部年龄偏大、学习动力不足、政治资源欠缺等原因,存在着政治觉悟不太高、政治参与不主动、政治能力不突出等问题,削弱了基层党组织在乡村振兴中的党建引领作用,妨碍了农村基层党建工作的稳步推进。因此,农村基层党组织在政治建设上,需激活内生动力,增强政治嵌入的主动性;释放外在活力,提升政治参与的有效性;健全监督机制,加强政治建设的纪律性。

The Dilemma and Cracking Path of the Political Construction of the Rural Grass-roots Party Organizations under the Background of the New Era--Based on Sample Data of 2699 Farmers in 197 Villages

Since the nineteen Party’s Congress,the Party Central Committee with Comrade Xi Jinping as its core has incorporated political construction into the overall layout of the party’s construction in the new era as the primary task.Strengthening the political construction is also the primary task of the rural grassroots party organization construction under the Rural Revitalization Strategy.In the current practice of political construction of rural grass-roots party organizations,due to the age of Party members and cadres,lack of learning motivation,lack of political resources and other reasons,there are some problems,such as low political awareness,lack of active political participation and political ability,which weaken the leading role of grass-roots party organizations in Rural Revitalization and hinder the steady progress of rural grass-roots party construction.Therefore,in the political construction,the rural grass-roots party organizations need to activate the endogenous power,enhance the initiative of political embeddedness,release the external vitality,enhance the effectiveness of political participation,improve the supervision mechanism,and strengthen the discipline of political construction.
