| 摘 要： | 社区矫正系统由对象、主体、技术和资源等要素构成。社区矫正对于矫治罪犯、节省资源、促进社会和谐等具有积极功效。社区矫正具有多元的目标体系，而实现预防再犯效果的最优是其核心目标。由于缺乏实证调查与分析，目前社区矫正试点工作是否取得了预期成效，还无法定论。增强社区矫正系统内各要素的性能，优化社区矫正系统的组织结构，营造良好的社区矫正外部环境，是提高社区矫正整体功能的基本途径。其中，优化社区矫正的组织结构、调整各方关系是有效提高社区矫正功能的关键。
