领导全球气候治理中国何以可能

事物的发展是内外因共同作用的结果,一方面,随着美国退出《巴黎协定》及其后续影响逐步显现,在全球气候治理陷入阴霾之际,中国以一系列强有力的行动坚定了应对气候变化的决心,在各个国家的期望中,在《联合国气候变化框架公约》缔约方会议上积极协调合作、沟通立场、斡旋调解为推动《巴黎协定》的贯彻落实做出了杰出努力。国际社会对于全球气候治理领导者的需求、全球气候治理领导权缺失的现状、以及有目共睹的中国贡献促成了中国领导全球气候治理的外部因素。另一方面"人类命运共同体"理念为中国领导全球气候治理提供了理论支持,在坚持共商共享共建的全球治理观指引下,中国努力发展经济的同时调整产业结构、优化能源结构,为积极应对气候变化提出的绿色、低碳可持续发展给其他国家发展绿色经济提供了路径参考,为推动全球治理进程贡献了中国智慧。经济的稳步发展为中国领导全球气候治理奠定了基础。国际社会的期待、中国自身发展的程度和需求把中国推向了全球气候治理的前沿,领导全球气候治理机遇与挑战并存,中国已做好准备抓住机遇,迎接挑战,愿意、可以、也有能力在全球气候治理中发挥领导作用。

Why China Can Play a Leadership Role in Global Climate Governance

The development of everything is the result of the joint effect of internal and external factors. On the one hand, with the United States withdrawal from the Paris Agreement and its subsequent impact gradually emerging, when global climate governance is in the shadows,China has strengthened its determination to deal with climate change with a series of strong action. Among the expectations of various countries,China has made outstanding efforts to promote the implementation of the Paris agreement through active coordination,cooperation,communication,mediation at the conference at the conference of the parties to the United Nations framework convention on climate change.
