关于党内监督的实质和限度问题

在执政的条件下,党内监督实质上也是对权力的约束,是通过党自身的力量对党的组织、党员和领导干部所掌握的权力进行必要的限制。但这种权力制约只是相对的,因为在党内这种同体的监督不可能形成完全的权力制约,解决当前存在的问题,需要我们必须把党内监督和党外监督结合起来,并最终走向法治,这才是根本。

On the Nature and Limit of Inner-Party Supervision

When in power, the inner-Party supervision, in nature, is a restriction of the Party member's authority. It's a necessary restriction of the authority of the Party's organizations, the Party members and the Party leaders through the Party's own power. However, such a restriction of authority is relative, it's impossible for such inner-Party supervision to have its full play and become the absolute restriction force. To solve the problems existing now, we need to make a combination between the inner-Party supervision and the supervision outside the Party and finally realize the fundamental aim of ruling by law.
