| 摘 要： | 中国农业的重要制约因素是人多地少水少、耕地质量较低。如果不改变发展方式,粮食必将出现重大危机。根本出路在于实现以科技为支撑、以高端生态化为主线的农业产业革命,以内涵式发展来提高耕地的质量、发展多层次循环利用,并用高科技发展少用耕地的工厂化农业。现在应及早实施提高耕地质量的系统工程,构建"市场、政府、科技"相耦合的"三元机制"。

| Abstract: | The development of Chinese agriculture is constrained by large population,deficient land and water, and low quality of farmland. If we do not change the development mode,we will inevitably face a serious food crisis. The basic solution is to realize the science - based industrial revolution of agriculture（i. e. ,the transition from traditional agriculture to high - end ecological agriculture）,improve the quality of farmland and develop re-cycling of farmland,and develop factory agriculture that requires less farmland. Now we should carry out the sys-tematic project of improving the quality of farmland,and build the triple - subject mechanism in which“market, government and technology”are well combined together. |
