| 摘 要： | 本文主要从宏观角度出发,呼吁通过政府进一步强化对市场主体的严格管理、规范行政执法、在执法中给予人性关爱、重视制裁小腐败、消除行政执法与刑事司法之间的断带等方面,求得社会矛盾解决在尚未激化为犯罪的阶段,以期减少犯罪的发生.作者在文章中还提出恐怖主义犯罪预警和流动人口犯罪预警的基本架构.

| Abstract: | This article suggests macroscopically that, to prevent small social conflicts from being intensified to crimes, the government should further strengthen its control over market entities, regulate law enforcement with human rights protected to the utmost, attach great importance to deter and punish petty corruption and bridge the gap between law enforcement and criminal justice so that crimes could be reduced greatly. The article also designs basic frames for an early warning mechanism against terrorism crimes and one against crimes committed bv floating population. |
