Governmental Information Disclosure and Quality of Governance during Public Crisis:Based on a Survey Experiment

The open flow of high-quality public information between the government and society not only plays an important role in the national governance,but also plays a crucial role in improving the government’s capacity to respond to public crisis.In the prevention and control of COVID-19,local governments make timely disclosure of authoritative information,but the quality of information disclosure is different,which has an significant impact on people’s risk prevention behavior and the effectiveness of epidemic prevention.However,the previous literature on information disclosure and governance lacks causal inference in both original theory and rigid methodology.In this paper,we employed a large-scale online survey experiment to verify the effect of government information disclosure on quality of governance during COVID-19.To be specific,we examine whether offering qualified government information influence the public trust in rumors and professional information,individual irrational gathering behavior,and public satisfaction on government information.The findings show that local government provides high-quality information to improve people’s ability to discern rumor from expert opinion,shape risk awareness and then avoid irrational gathering behavior,improve public satisfaction so as to strengthen policy compliance.
