论我国公共行政的思想危机及其治理

在世界范围内 ,建立在韦伯官僚制度下的传统公共行政出现了合法性危机。我国公共行政的思想危机表现为以官僚体制为基础建立起来的政府行政效率低下、行政行为成本高而透明度低、公共行政目标缺少战略思维、公共行政产出无标准、公共物品的供给不足。产生这些危机的根源主要由于公共行政思想在本土化、行政体制的形成和改革过程中的偏差而引发的。治理我国公共行政的危机主要包括完善官僚体制、推进政府“合法化”和推行“法治之治”等路径

On the Intellectual Crisis in Chinese Public-Administration and It's Governance

The traditional public administration, which is under Weber's bureaucratic institution, appears legitimacy crisis within the world. The intellectual crisis in Chinese public administration is shown on five aspects: the government based on bureaucracy with a low efficiency, the government behavior with high cost and low transparency, public administration goal lack of strategic thoughts, public administration without criterion and deficient supply of public goods. The root of the crisis is caused by the warp during localization of public administration ideology, formation and reform of the administration system. Governance ways primarily include perfecting bureaucratic system, pushing government legitimacy and rule of law.
