农村林权制度改革路径的重述和展望——以林权属性的变迁为视野

我国林权制度的改革已经过四个阶段，2008年开始进行第五轮改革。每一轮改革都形成了独特的路径，而每一次的路径又会成为下一次改革的依赖。林权改革的本质是围绕权利性质、权利类型、权利主体、权利状态四种维度而展开的。在权利性质不能改变的情况下，权利性质的弱化、权利类型的多样化、权利主体的多元化、权利状态的动态化是改革路径的最好阐释和最终归宿。以此为基础对新的改革进行合理的展望。

Repeat Report and Prospect for the Reform Path of Forest Rights System in Rural Areas --Based on the view of the forest rights nature

The reform of forest rights has experienced four phases, now the fifth phase is ongoing. Every time the reform has the own characteristic, and forms a special path which can be the dependence of future reform. The article comes to a conclusion, it is that the way of the reform is surrounded and going with the nature,type,body and status of the forest rights. When the nature of the reform can be changeable, the weakening of the forest rights nature, the variety of type, the diversity of body, and the moving of status are the best explain and final destination. Based on this, we look forward to the future of the reform.
