Comment on the Significance of Rule by Morality

Morality, as a social element to criticize and to construct, is of positive significance to the political stability of the society, the harmonious interpersonal relationship and the long term stability of the state. At the beginning of year 2001, President Jiang Zemin put forth the strategy of"rule by morality" which is of great and profound significance both in theory and reality. The strategy is the urgent demand of socialist modernization, a promotion of the historical ruling theories, the further development and enrichment of the ruling theory of Marxism.
