论治安调解制度之完善

治安调解作为治安案件和治安纠纷处理的一种重要手段,在保障公民权利和维护社会治安秩序中发挥着积极作用。当前,治安调解制度存在调解范围过窄,适用条件不明确,调解程序规则缺乏,调解效力不足等诸多问题,亟需通过立法予以完善,以便正确指导和促进治安调解工作的开展,有效实现治安法律法规所确立的价值目标,建立和谐的社会治安秩序。
