| 摘 要： | 对外援助是法国对外关系的重要组成部分,推广法国文化是法国对外援助的核心目标,但不重视对外援助的经济利益。法国重视对特定地区的援助,并制定了"优先团结地区"政策。法国对外援助属于中央集权式管理,外交部、财政部和移民部是法国对外援助管理体系的主要构成部分,法国开发署负责执行双边援助。对中国对外援助管理体系改革的启示在于设立独立的对外援助管理机构,并完善对外援助协调机制。

| Abstract: | Foreign aid is an important ingredient of French foreign relations.Its core target is to amplify the use of French worldwide but not economic interest.France pays more attention to aiding to specific areas.The French aid management empowers the central authority,with three ministries playing principal roles and with French Development Agent implementing bilateral aid.For Chinese aid management mechanism,there should be a self-governed aid institution to improve current coordination among the ministries related to aid. |
