摘    要:在城市房地产开发建设涉及的征地、拆迁、施工、商品房销售、交付使用、物业管理等环节中,由于相关的法律法规还不够完善,行政管理缺位,开发商缺乏自律,物业管理不规范等原因,都可能引发矛盾纠纷。必须通过加快房地产法制化进程,严格行政管理,加强信息公开,建立诚信监督机制,提高司法效率,构建矛盾纠纷调解机制等措施来化解矛盾纠纷,保护群众合法权益,维护社会稳定。

Abstract:The real estate is one of the basic symbols of urbanization. The development and construction of urban real estate involves land requisition, removal and rebuilding, building construction, sales of commercial residential buildings, the process of bringing into service , property management, etc. However, Conflicts and disputes might appear as a result of the imperfect related laws and regulations, the vacancy of the administrative management, the developers'lack of self - discipline and the non - standard property management. Therefore, we must accelerate the development of legalization of real estate, strictly conduct the administrative management, encourage information disclosure, establish honesty and credit supervision mechanism, improve judicial efficiency and con- struct the mediation mechanism of conflicts settlement to solve the conflicts and disputes that might occur, guarantee the masses' lawful rights and maintain social stability.
