确保相互依存与新型中美关系的构建

中美建交以来,两国相互依存程度不断提升,但高程度的相互依存并未确保两国关系的稳定发展。相反,近年来两国关系面临严峻挑战,双方经贸交往的负面效应和规则对接的利益分歧日益凸显,对彼此的威胁认知已严重损害相互信任。面对两国出现的波折,中美双方必须共同致力于构建超越确保相互摧毁、超越冷战思维、超越零和博弈和超越社会制度差异的大国关系,并通过更加全面、紧密和平衡的确保相互依存不断夯实两国关系健康稳定向前发展的牢固基础。当前,中美要克服相互依存的武器化倾向,努力在全球产业链和价值链、全球规则体系和全球治理行动中确保相互依存,从而推动构建以协调、合作、稳定为基调的新型中美关系。

Mutually Assured Inter-dependence and the Construction of a New Type of China-US Relations

Since the establishment of diplomatic relations between China and the United States,the degree of interdependence between the two countries has continued to increase.However,the high level of interdependence has failed to safeguard the stable development of the bilateral relations.In recent years,the bilateral relationship has faced severe challenges,including the negative effects of economic interactions,the increasing divergent interests in the alignment of rules,and the seriously impaired mutual trust caused by the threat perceptions of each other.Facing the current setbacks in China-US relations,the two countries must work together to build a type of majorcountry relationship that goes beyond mutually assured destruction,beyond the Cold War mentality,beyond zero-sum game and beyond social system differences,and to make continuous effort to consolidate the foundation for a healthy and stable development of the bilateral relations by creating mutually assured interdependence in a more comprehensive,close and balanced way.At present,China and the US need to overcome the tendency to weaponize interdependence,and to strive to ensure interdependence in the global industrial chain and value chain,the global system of rules and global governance actions,so as to promote the building of a new type of China-US relationship featuring coordination,cooperation and stability.
