警务私营化理论和实践

最近几年,无论是根据官方统计资料还是根据受害者调查,都表明许多发达工业化国家其犯罪具有惊人增长的趋势。尽管不断增长的犯罪问题情况十分明朗,但是对其解决方法却并非显而易见。对罪犯刑罚结构的研究显示,应当对其慎重设计,使其能对潜在的犯罪分子发出正确的信号。在与犯罪作斗争时,确定实施私有化能否提高警务部门的资源配置效率还为时过早。然而,已有的改革实践显示,私有化对警务部门具有实质性的影响。也许这一领域的私营化改革尝试最终会有助于我们发现走出困境的正确道路。

The Theory and Practice of Policing Privatization

In recent years, both the official statistics and the investigation of the victims have shown that crime in the developed industrial countries is surprisingly increasing. The constant growth of criminal problems is quite evident, but solutions to them are not obvious. A study on the structure of penal punishment shows, it should be prudently designed, signaling the possible criminals in the proper way. It's too early, while fighting against the criminals, to draw a conclusion that the implementation of privatization can improve the efficiency of the resource deployment in the police department. However, the experience of the relomi shows that privatization is essentially influential on police department. Perhaps the attempt of reform of privatization in this field can eventually help us out of the trouble.
