| 摘 要： | 我国电子政务建设进程中存在着"电子"与"政务"定位不合理的问题,这必将导致电子政务的职能和作用不能充分体现出来。正确理解电子政务的本质,摆正"电子"与"政务"的关系,改革政府机构的管理模式,将是现阶段发展电子政务的关键。
