非公有制经济与中国特色社会主义

中国特色社会主义与以往社会主义的最大区别:一是以往的社会主义实行计划经济,中国特色社会主义则实行市场经济;二是以往社会主义是公有制一统天下的所有制结构,而中国特色社会主义是公有、私有并存,多种所有制平等竞争,共同发展。非公有制经济就是私有制经济,主要包括个体经济和有雇佣劳动关系的私营经济,也可以称为民营经济。但民营经济概念不等于私有制经济概念。民营经济包括的范围更宽,更广。简单地说,除了国有国营以外,都是民营经济。私营经济只是民营经济中最重要的组成部分。非公有制经济不是在先有了党的政策,国家法规的前提下,才存在和发展起来的。而是它们破土而出以后,通过调查研究,逐渐制定方针政策,然后通过互相推动,制定和完善政策法规,而存在和发展起来的。我主张把我国基本经济制度的提法修改为“社会主义国有制为主导,多种所有制共同发展”,或把“公有制为主体”改为“公有制为主导”,这可以管好多年。

Non-public Sectors Of The Economy And The Socialism With Chinese Characteristics

The difference between socialism with Chinese characteristics and the other socialisms lies in that the former practices market economy while the later planned economy;the structure of the ownership of the former is public and private,which means multiple ownership of equal competition and common development while the latter has the single public ownership.The non-public sectors of the economy are private,which mainly includes individual economy and private economy.But the private economy does not totally amount to the individual-run economy.Simply speaking,they are all individual-run economies except state-owned economies.The private economy plays an important part in the individual-run economy.The non-private sectors of the economy do exist and have developed before China implemented the policies and laws concerned.My opinion is that we should modify the expressions of the cardinal economic system into "keeping socialist state-owned economy as the guiding economy,forging the mutual development of multiple ownership economy"or changing "keeping public ownership as the mainstay of the economy"into"keeping public ownership as the guiding economy".
