法治国家下的少数人的特别权利

The Special Rights of Minorities in Countries under the Rule of Law

"relations between majorities and minorities" is the core thesis of democracy theory,democratic politics and countries under the rule of law.To fulfill desires of different nations,ethnicities,religions and languages as well as guaranteeing the rights of persons belonging to minorities are basic requirements of countries under the rule of law.In systems of modern democratic politics and countries under the rule of law,the rules to protect and advance the rights of minorities include the prohibition of discriminating the special rights of minorities.The ideas of equality based on modern democratic politics and countries under the rule of law have been a common understanding in international society which have been embodied in international treaties,especially showed in Declaration of the Rights of Persons Belonging to National or Ethnic,Religious and Linguistic Minorities.
