以德行政与行政伦理法制化建设

以德行政是对传统官僚制的超越,其价值目标在于运用道德的力量规范公共权力,保障公共权力真正发挥服务于社会公共利益的功能。以德行政的关键在于实现行政伦理的法制化。我们应通过逐步完善行政伦理立法,设置行政伦理管理机构,优化行政人员内在的道德约束机制等途径,推动我国公共行政的道德化建设。
