20世纪下半叶,在经济全球化浪潮的推动下,新公共管理理论应运而生。该理论在取得成就的同时也遭遇了许多批评,新公共服务正是在对新公共管理的批判声中发展起来的,是对新公共管理的超越。本文从分析新公共管理的缺陷入手,探索新公共服务质疑与超越新公共管理之处。

In the late 20th Century,under the impulse of the waves of the economic globalization,the new pubic management theory coming into being along with such situation,attained its achievements and sufferd from plenty of criticism at the same time.New public service is put forward just based on the criticism on the new public management.After analzing the shortcomings of the new public management,this paper will probe into the important part of the new public service surpassing the new public management.
