论当前农地制度改革

农村土地集体所有制是造成当前农村一系列问题的制度原因。要彻底解决"三农"问题,就要按照"使股份制成为公有制主要实现形式"的思想,坚决废除农村土地集体所有制,借鉴"金股"制度,对农村土地实行国家与个体农民共同所有的股份制改造,在保证国家终极所有权的基础上赋予农民真正的土地自主权。

The system of collective ownership of rural land is the reason systematically to cause a series of questions in the present countryside. To settle the issues concerning agriculture, countryside and fanners completely , collective ownership of rural land should be abolished thoroughly according to the thought" that shareholding system becomes the main form of realizing public ownership. Using" gold share" for reference, shareholding reform should be enforced on the rural land, and the nation and farmers have the common ownership of the rural land. On the basis of guaranteeing national ultimate ownership, peasants should be given a real land eminent domain.
