论群体性事件中的政府危机处理方式——以贵州"瓮安事件"和"德江事件"为例

进入新世纪以来，我国群体性事件一直处在高发期。目前，它已成为影响社会稳定与和谐的主要因素。能否化解并加以有效解决，是衡量政府危机处理水平的重要标准。从贵州“瓮安事件”和“德江事件”看，我国政府应坚持以下原则：第一，认真研究社会转型时期的各种矛盾，增强政治敏感性；第二，高度重视突发群体性事件的预警和应急体系建设；第三，健全信息发布体制，及时公开相关信息；第四，做好相关利益方的安抚工作，维持社会稳定；第五，畅通意见表达渠道，切实保障公民政治参与权。
