关于美国“重返亚太”的几点看法

2011年美国高调“重返亚太”的实质是从过去集中关注全球反恐战争回归到全面经营亚太。其主要特点有：战略重点向亚太地区倾斜，加大对经济手段的倚重，加大军事上进攻色彩，加强对中国的防范。美国高调“重返亚太”具有深刻的背景和出于多重战略考虑，并且迄今已收到一些效果。但也应看到，美国“重返亚太”也存在许多难以克服的阻力和制约因素，这些因素既有亚太地区内和外部的，也有美国国内经济、政治、社会方面的。

A Discourse on the U.S.Return to Asia-Pacific

In 2011,the U.S.publicized its return to the Asia Pacific policy in a high-pitched voice.The U.S.move conveyed the very essence of its change from former total concentration on global war on terror to a full-scale engagement with and involvement in the Asia-Pacific affairs.Their main features include:the U.S.strategic focus has tilted towards the Asia-Pacific region;reliance on economic means has to be increased;much color has to be added to the offensiveness of its military strategy and action to prevent China has to be taken.The U.S.high-pitched return to the Asia-Pacific stands out against a deep-rooted background and proceeds from multiple strategic considerations and some tangible results have already been achieved.However,it can see that the U.S.return to the Asia-Pacific also has quite a few intractable obstructions and constraint factors.Not only have energy come from within and out of the Asian Pacific region,but also are equally contributed to the economic,political and social elements inside the U.S.itself.
