| 摘 要： | 失信惩罚是一个包含了社会惩罚、行政处罚和司法惩罚的系统工程，而通过征信立法先行解决信用信息公开、信用主体权利配置、信用服务体制运行的程序性设计等基本问题，是防范和惩戒失信行为、保障信用体系建设的最基本问题。

| Abstract: | Punishment mechanism for losing credit is composed of social penalty, administrative penalty and judicial penalty. The construction of this systems should be based on legislation of credit checking , which is oriented in the making public of credit information, the fights design of the subject and the procedure regulation of credit checking. |
