| 摘 要： | 宪法至上是指一国宪法在法律上和实践中都具有最高的法律效力。宪法是根本法、是理性和正义的集中体现，其核心精神是权力制约、保障人权。实现宪法至上就要强化宪法的规范性和科学性，健全宪法审判制度、保障制度和监督制度，并加强宪法宣传、强化民众的宪法观念。

| Abstract: | That the constitution is supreme refers to a country's constitution has the highest legal effect in the law and the practice.The constitution is the fundamental law,is the rationality and the justice centralism manifestion,its core spirit is the authority restriction,the safeguard of human rights.The realization of constitution supreme strengthens the constitution's standards and the scientific nature,perfects constitution judicial system,the safeguard system and the inspector general system,and strengthens the constitution propaganda and populace's constitution idea. |
