我国农村公共产品供给体制的转换与创新

长期以来,我国在农村公共产品供给方面存在着"政府缺位"和"政府失灵"的现象,造成了农村公共产品供给的严重短缺。这说明我国农村公共产品供给存在着制度性的缺陷。我国农村公共产品供给体制改革的目标,就是要从过去的城市偏好转换到城市和农村并重,而且实现供给重点由城市向农村倾斜。我国农村公共产品供给体制创新的目标是尽快构筑公共财政框架下的农村公共产品供给新体制。

Transforming and Innovating the Public Products Supply System in Rural China

There long exist such phenomena as "government absence" and "government malfunction" in the field of public products supply in rural China, which cause supply shortage. Thus, it proves that systematic limitation exists in this field. The target of reforming the system is to pay the same attention to both city and countryside, and focus on the supply in rural areas. The systematic innovating goal of public products supply in rural China is to establish as soon as possible a new system within a public finance frame.
