| 摘 要： | 建立政府和公民社会的良好合作关系对于有效应对危机具有深远的意义，但在现实生活中，政府和公民社会的合作仍面临着诸多问题。提高我国的危机管理能力，应着眼于建立政府和公民社会的良好合作关系，既要培养政府和公民社会的合作意识，又要完善相关的法律法规及建立有效的责任追究制度。

| Abstract: | Establishing a good cooperative relationship in government and civil society is of far-reaching significance to deal with the crisis effectively. But in real life, the cooperation in government and civil society is facing many problems. To improve the capacity of China＇s crisis management should focus on the establishment of the good relations of cooperation between government and civil society, it is necessary to train government and civil society awareness and to improve relevant laws and regulations and to establish an effective accountability system. |
