随着我国工业化、城镇化进程的加速,城乡结构、就业结构、社会阶层结构发生了重大变化,导致社会矛盾凸显,社会管理难度加大。推进社会管理创新显得越发重要。对地方党委、政府而言,面对本地区在经济社会发展中出现的错综复杂的新形势、新情况,必须科学处理好人民调解、司法调解和行政调解三者之间的关系,合力发挥各自作用,努力把社会矛盾消化在萌芽阶段,为社会和谐稳定夯实基础。为此,必须深刻理解＂人民调解＂的思想内涵和法律效力;准确把握人民调解、行政调解、司法调解的科学内涵及其辩证关系;按照社会管理创新的内在要求努力构建具有中国特色的大调解工作体系。
