诊断中国社会管理:一个理论考察

社会管理是中国特有的公共管理实践,对其进行探究需要处理好科学化和本土化的关系。遵循诺贝尔经济学奖获得者西蒙和奥斯特罗姆的传统,我们试图提出一个社会管理研究的诊断视角,这一理论模型包括三个构成要素,即"本体论框架建构-诊断-设计"。社会管理研究的"本体论框架"聚焦于政府系统和社会系统之间的复杂互动及其结果,并分析政治、经济、文化和生态等外部变量对其影响。在此基础之上,对政府与社会之间权力、服务和契约三种关系进行诊断,探讨关系不同组合所形成的不同社会管理模式,并对理想的社会管理模式进行简要评价。

Diagnosing China’s Social Management:A Theoretical Inquiry

Social management is one of special practices of public management in China.It needs to deal with scientific and localized perspectives of social management study.According to theoretical traditions of Nobel Economist Simon and Ostrom,we try to propose a diagnostic approach for the study of social management.The theoretical model concludes three elements,namely the ontological framework,diagnosis and design.The ontological framework of social management research focuses on interactions and outcomes of government systems and social systems,and also explores the impact of economics,politics,culture and ecology.Based on the ontological framework of social management,we diagnose the relationship of government and society,paying attention to the power,service and contract relationships.What’s more,the models of social management are proposed according to different assemblies of above three relationships.
