地方民主创新的政绩化倾向初探

近年来,各地民主创新蓬勃开展,同时也出现了政绩化的倾向,在经济欠发达地区尤为明显。政绩化是地方官员进行基层民主和干部选拔、选举制度改革的重要推动力,但也导致了改革形式化、盲目推广、攀比民主化程度、忽视配套制度建设等急功近利的消极现象。对此,上级党委应总结经验、正确引导,推动中国民主政治有序发展。

On the Inclination of the Administrative Laurels in Local Democracy Innovation

In the recent years,more and more Local democracy innovations have been made and some inclinations on administrative laurels have appeared at the same time,which is the important driving force for local officials to make democracy at the primary level and reform on the selection of officials,but which also causes some passive phenomena such as formalization of reform;blind generalization;overlooking complete sets of systems and so on.Thus the Party Committee of the higher level should give correct guidance and scientific judgment so as to improve the ordering development of Chinese democracy.
