| Abstract: | The way-out of strengthening power restriction is to reform the systems of the leadership systems by the spirits of reformation to from a new structure to restrict state power and run effectively. To strengthen systematization,formalization and procedurison of power restriction, systematically it is asured that state power can not be incorrectly used by the leaders of the party and state . |
