论建国初期习仲勋反对官僚主义思想

官僚主义不仅严重腐蚀党和政府的健康肌体,而且损害党同人民群众的血肉联系。习仲勋在建国初期就察觉到领导干部中存在的官僚主义现象,认识到官僚主义的严重危害,并在实践中探索克服官僚主义的有效举措:整顿干部思想作风,加强干部的理论教育;贯彻党的群众路线,发动广大人民群众广泛参与;精简机构,提高政府机关工作效能;不采取"暴风骤雨"的方式,而是采取"和风细雨"的方式。习仲勋在建国初期反对官僚主义的思想及实践,在新的历史条件下仍然有重要的现实意义。

Study of XI Zhongxun’s Thoughts of Anti-bureaucracy in the Early Stage of New China

Bureaucratism is one of the drawbacks of the Party’s work style, which not only corrupts the body of the party and the government, but also damages the flesh-and-blood ties between the Party and the people. Xi Zhongxun is among the first to have perceived bureaucracy in leading cadres at the very beginning of the founding of our country and have searched for effec-tive measures to overcome bureaucracy in practice. Firstly, theory education should be strengthened to improve the thoughts of cadres. Secondly, the mass line should be executed to motivate the participation of the general public. Thirdly, departments should be streamlined to improve the working efficiency of the government institutes. Last, instead of violent and sudden means, gentle and gradual ways should be implemented. Xi Zhongxun’s thoughts about opposing bureaucratese in early days is still of great realistic significance under new historical conditions.
