| 摘 要： | 共和主义公民观强调积极参与政治，公利优先于私利；自由主义公民观以个人主义为基本出发点，坚持个人利益至上。共和主义公民观和自由主义公民观表明，个人权利和社会、国家利益同等重要，应在二者共生与张力中寻求平衡以实现社会和谐。当前，在处理个人与社会关系时应着重突出“以人为本”，在维护个人利益中实现社会发展。

| Abstract: | The republican view of citizenship stresses active participation in politics and public interests having priority over private ones,while the liberalistic view of citizenship,proceeding from individualism,upholds the supremacy of personal interests.The two above-mentioned views show that both personal interests and public interests are of equal importance,with social harmony to be attained in seeking a balance amid symbiosis and tension.At present,prominence should be given to "putting people first" in handling the relations between an individual and society. |
