My Opinions about the New Basel Capital Accord

The promulgation and implementation of the New Basel Capital Accord (also known as Basel II ) is a great event in international banking field, which will exercise great influence on the development of both banking business and banking supervision all over the world . By legal theory, Basel II has no force in implementation to our country, but in fact it is impossible for us not to obey it in our banking practice in future as it is actually the legal framework for banking supervision. The New Accord, with the Three Pillars derived and improved from One Regulation of the Old Basel Capital Accord (Basel I), provides the international banking industry an entirely new supervisory framework and multi-challenges our country's banking in many aspects from philosophy to system to means and to human resources.
