社区治理框架中的居民参与问题：一项反思性的考察

本文以治理模式与公民社会的依存性作为分析的理论依据,提出考察中国城市社区居民参与的另一路径。一方面,居民参与意愿和参与程度制约着社区选择何种治理模式;另一方面,选择何种社区治理模式对于促进或制约居民参与程度具有重要影响。通过对二者互动过程的考察,从中国城市社区建设的基本哲学假设、居民—社区关系的理念预设、动员居民参与的理想目标等方面对中国城市社区居民参与动员的策略做了若干反思。

Residential Participation in the Framework of Community Governance:A Reflective Exploration

The author puts forward another path to explore the participation of community residents on the basis of the interdependence between governance model and civil society, which will help to find out how a community governance model interacts with residential participation. On one hand, residential participation controls the model of community governance and, on the other hand, the model plays an important role in the promotion of residential participation. Through the exploration, the author reflects a lot on the residential participation in Chinese urban communities. (1) The theory of social harmony and the theory of social conflict are contrary in the basic hypothesis of Chinese community governance models, which directly affect the strategic choices of mobilizing residents. (2) In the supposition of resident-community relations, it is necessary to realize the change from the concept of regarding residents as "social persons" to another concept as "rational persons" so as to improve the methods of residential mobilization. (3) It is necessary to create a system to distinguish administration, autonomy and individual rights so as to stimulate the transition from integrated rights structure to disintegrated-cooperative rights structure, and etc.
