| 摘 要： | 谈判是处置劫持人质案件的重要手段和组成部分。谈判前准备工作的全面性和充分性,直接影响整个处置工作的成效。谈判前要做好四个方面的准备工作:谈判专家的遴选、谈判小组的构建、相关信息的收集和谈判方案的制订。
