| 摘 要： | 冲突是人类社会不可避免的政治现象，冲突与合作是政治生活的常态。迄今为止，还没有哪个社会完全没有冲突。因此，构建社会主义和谐社会也必定是在冲突中寻求和谐与秩序，实现从冲突到秩序转化的社会。而实现冲突的制度化调控则是构建和谐社会的必由之路。

| Abstract: | Political conflict is unavoidable in human society for conflict and cooperation co-exist in political life.So far there has not been a society without conflicts.Therefore building a harmonious socialist society is in fact to keep order and harmony under conflicts,which is a process of turning conflict to order.According to the author,to achieve systematical control of conflicts is of great necessity to the building of harmonious society. |
