| 摘 要： | 公共生活和公共利益是公共权力产生的基础。公共权力具有公共性、权威性、腐蚀性和扩张性的特点。公共权力的滥用、悬置、缺位和错位是公共权力侵害公民权利的主要原因,对公共权力的制约是保证公共权力正确运用的前提。
