城市社区警务室建设的经验和教训

随着社区警务战略的实施，城市社区警务室发挥了维护社区稳定，促进社会和谐的重要作用。并积累了许多宝贵的经验。社区警务室使警力下沉，警务前移，把“派出所”建在了居民的身边；把矛盾纠纷化解在基层；实现了由管理为重向以服务为主、由被动打击向主动防范、由静态管理向动态管理的转变；同时，社区警务室在发展和建设中也确实存在许多的不足之处。社区警务室管理建设机制还不够完善，社区警务室管理考核缺乏科学、严密、有效的方法和措施，社区警务室在构建社会治安防控体系中的重要作用还没有真正有效的发挥。
