| 摘 要： | 文章指出了当前公安民警在开展群众工作中存在"无心"、"无力"、"无能"的问题,并对如何提高公安民警群众工作能力提出了相应的对策,即:从意识观念入手,确保在思想上贴近群众。要树立一种观念,在感情上亲民;要营造一种氛围,在措施上为民;要明确一种导向,在效果上惠民。同时,从能力素质入手,确保在感情上拉近群众。要练"硬功",强化政治理论与政策法规学习;练"内功",强化组织协调能力和语言表达能力;练"外功",塑造民警一身正气的形象。此外,从细微实事入手,确保在实践上融进群众。要立足于一个"小"字;要立足于一个"勤"字;要立足于一个"创"字。
