| 摘 要： | 为适应多党合作的需要,在中国共产党加强执政能力建设的同时,作为参政党的民主党派必须加强参政能力建设,提高党派整体参政水平,从而实现同执政党在更高层次、更高水平上的合作共事.必须从加强理论建设、创新参政方式、完善参政机制、培养参政人才四个方面入手进行重点部署,加强落实,为各民主党派参政能力建设进一步取得实效,为各党派整体参政水平的进一步提高创造条件.
