党内民主建设的构成要素初探

以改革创新精神“积极推进党内民主建设”，是党的十七大提出的一个新命题、新论断。党内民主建设作为党的建设的一个子系统，是由若干要素构成的。从中国共产党党内民主建设的历史和现实看，其构成要素应包括党员民主意识的培育和提升、党内民主制度的开发和供给以及党内民主生活的健全和规范等方面。

What Should Be Done to Expand Intra-Party Democracy

It is a new proposition and conclusion made at the 17th National Congress of the C.P,C, to expand intra-Party democracy in a spirit of reform and innovation. As a subsystem of party building, expanding intra-Party democracy requires us to do a good job in some respects. On the basis of the historical and real situations of intra-Party democracy, we should make efforts to cultivate and enhance Party members＇ democratic awareness, develop and provide intra-Party democratic systems, and improve and standardize intra-Party democratic life.
