| 摘 要： | 新的历史条件对警察道德建设提出了更高、更新的要求,但有关警察的制度的不完善对警察道德建设产生了负面影响,如录用制度、立法及司法制度、保障制度等等,因此,必须加强警察道德的制度建设,进一步把警察道德规范制度化,为提高警察道德水平提供正当合理公正的制度安排,使警察真正做到"立警为公,执法为民"。

| Abstract: | At present, the higher and newer requests are required to the construction of police's morals in new historical condition, but the current regulations make side effects to it. In order to offer the proper and rational system for improving police's morals horizontally and then make the police really accomplish "enforcing the law for the people", the police moral construction should be strengthened and systematized. |
