| 摘 要： | 信访制度是一种具有中国特色的民意表达和反馈机制，它有利于化解社会矛盾，是人们参政议政的特殊渠道。信访受理人的工作效率高低，决定着整个信访制度的正常运转。本文对信访受理人这一群体进行分析，提出信访制度中存在的一些问题，探讨解决方案，促进信访制度的改革和完善。

| Abstract: | Letters and visits system is a opinion expression and feedback mechanism with chinese characteristics,it is helpful to resolve social contradictions,is also a special channel to participate politics.The receiver's working efficiency determines that the whole system can be running in normal.This article analysis the receiver group,present problems of letters and visits system,discuss the solutions and reform and perfect letters and visits system. |
