农村社会保障法制化建设需要“顶层设计”

社会保险法并没有解决我国社会保障法律制度的深层次矛盾和社保方面的种种乱象,社保待遇被分为四等：公务员、事业单位员工、企业职工、城镇居民和农民。我们需要城乡一体化、公共服务无差别的＂顶层设计＂,不同地区、不同行业、不同层面、不同环节的政策相互衔接与兼容,以构建责任明确,监管严密,法律救济及时有效的社会保障法制化格局。
