| 摘 要： | 政治发展是政治秩序的转化与变迁,政治秩序才是政治发展的终极目标。而民主只是政治秩序建构的一种方式,而不是政治发展的终极价值追求。从现有的经验看,现实政治秩序的建构都非一种单纯的组织形式,因而我们在努力寻求运用民主的方式来建构我们的政治秩序时应该谨慎。

| Abstract: | The political development is a transformation and whirligig of the political order. The political order is an ultimate goal of the political development. And the democracy is only a way of building the political order and not an ultimate value of the political development. Looking from the existed experience, the construction of the political order is not a simple organization form. Therefore when seeking hard for using the democracy's way to construct the political order , we should be careful. |
