| 摘 要： | 贵州乌江中下游地区是贵州土家族聚居地 ,是贵州的老、少、边、穷地区。本地区远离中心城市 ,经济发展滞后 ,应加快县域人力资源开发 ,促进县域经济与社会协调发展。基础教育和农村富余劳动力转移 ,是县域人力资源开发相辅相存的两个方面 ,也是县域人力资源开发的重点。扎实推进农村基础教育 ,积极引导农村富余劳动力向非农产业和城镇转移 ,是县域人力资源可持续发展的关键。

| Abstract: | Areas of middle and lower reaches of Wujiang River is far from central city and economically backward so we should speed up development of county human resources and make county economy coordinate with society.The key to the sustainable development of county human resources lies to strongly improving rural fundamental education and guiding rural surplus labour transfering to non-agriculture sector and towns. |
