论腐败犯罪的人事制度防控机制

在社会主义市场经济条件下,腐败现象在某些领域有滋生蔓延之势,反腐败的重要性不言而喻。遏制并有效控制腐败犯罪,需要一个包括立法、司法、行政三个方面政策的制定、制度完善与设计的过程,更需要一个完整详致的防控腐败犯罪社会系统工程。以人事制度为视角,来探讨控制腐败的逻辑起点,并通过人事制度的完善加强对腐败犯罪防控机制的建设,建立防控腐败犯罪的社会系统工程,或许对我国腐败犯罪的防控具有一定的指导意义。

On Personnel Institution Prevention and Controlling Mechanism to Corruption Crime

Under the socialist market economy condition,the corruption phenomenon has been spread much.The counter-corruption's importance is self-evident.To prevent and control corruption crime effective- ly,we need a process which includes formulation and institution improvement of legislation,judicature and ad- ministration,and also a complete and precise socio-system project.To discuss the logic basis of controlling corruption crime on the personnel institution,strengthen the construction by improvement of personnel institu- tion,and establish socio-system project and maybe it would be valuable on preventing and controlling corrup- tion crime in our country.
