| Abstract: | The social precaution and domination system development is systemic project; person prevention is the most active, the most positive and the most efficient essentials. Strengthen the person prevention development, and must insist "out with the people, in with the people" , take chance of police operation, change with the market, and lead to socialization goal, savings people's power, developing people's intelligence , attracting people's capital, grasping people's vein, integrating social resources, and establishing diverse input mechanism with long - term and efficient guarantee mechanism. |
